Financial Assistance for Area Businesses

Planning to start or expand your small business? We’re ready to help you cross the threshold. The South Central Illinois Regional Planning and Development Commission has worked with area lenders to provide below-market, fixed-rate business development financing since 1992. We offer a range of financing alternatives to qualifying new or expanding firms.

Rural Business Initiative (RBI)

  • Commercial or Industrial
  • Suitable for Fixed Assets, Expansions, Inventory and Working Capital
  • Wall Street Journal prime Rate -1% Interest Rate (2.25% as of 4/27/2022)
  • Up to 10-Year Term*
  • $25,000 Available per Job Created/Retained
  • Funds the Lesser of 75% of a project or $250,000
  • Available to Businesses in Clay, Effingham, Fayette, Jasper and Marion Counties

*10-year balloon with option to refinance for 5 more years.

  • Fixed Assets Focus

  • $20,000 Available per Job Created/Retained
  • Funds the Lesser of 33% of a project or $300,000
  • Available to Businesses in Clay, Effingham, Fayette, Jasper and Marion Counties

*15-year balloon with option to refinance for 5 more years.

  • Conventional Loan Refinancing Available
