Commission Organization

The Commission currently employs a staff of five full time employees to deliver its services along with the occasional use of part-time employees and project consultants, etc. The Commission purchased its current offices (at 120 Delmar Avenue, Salem, Illinois) in 1990. From the offset, the Commission has been directly accountable to the local governments that created the organization more than three decades ago. A majority of the governing body members have been with the regional organization for several years.

As an outgrowth of the addition of two more counties in the Summer of 1997, ultimate control of the agency’s policies and direction is now vested in an expanded 31-member Board of Commissioners. In order to exercise sound judgment in the decisions it reaches, the governing body has established several ongoing standing and shorter-term ad hoc advisory committees. (e.g., Executive Committee, CEDS Committee, Personnel Committee, Areawide Loan Review Committee, and Operations & Budget Committee, etc.)

The Board of Commissioners currently meets once a month on the last Tuesday of each month at rotating locations in the Effingham and Salem areas. While the agency’s policies, procedures and general direction are established by governing body action during such meetings, its Executive Director oversees the routine daily operations of the agency.
